This decision of the jury is confirmed by the results of a public opinion poll conducted on the eve of March 8 by specialists from the city sociological center.
Among those awarded the title “Woman of the Year” are: Lyudmila Arsentievna Kostornova, an honorary citizen of Novorossiysk, who has worked for more than 50 years in the cultural sphere of Novorossiysk; Neile Enverovna Klochko, honorary citizen of the hero city and “Honored Worker of Trade of the Russian Federation”; Candidate of Historical Sciences, Director of the Novorossiysk Polytechnic Institute, a branch of the Kuban State Technical University Tatyana Vladimirovna Lokhova; Doctor of clinical laboratory diagnostics of the State Budgetary Healthcare Institution "Oncological Dispensary No. 3", author of 19 scientific papers, co-author of a number of patents for inventions and manuals for doctors Yana Borisovna Ershova.

Yulia Parkhomenko was born on April 10, 1967 in the city of Maisky, Kabardino-Balkarian Republic. After school in 1989, the girl graduated from the Shakhty Technological Institute of Consumer Services in the Rostov Region under the program “Design of Sewing Products.” Later she received an economic education at the Kislovodsk Institute of Economics and Law. Also, after graduating from graduate school, she received the academic degree of Candidate of Economic Sciences.
Parkhomenko’s career began in 1989 as a warehouse manager at the Republican Fashion House in the city of Nalchik. A year later, she got a job as a teacher at children's art school No. 1 in the same city.
From 1991 to 1992 she worked as a technologist at the small enterprise “Nabdze” in the village of Urvan, Kabardino-Balkarian Republic. Then, until 2002, she headed Yuvik LLC in the city of Prokhladny. The main activity was the production of clothing from textile materials and clothing accessories. Yulia Viktorovna became the General Director of OJSC Sewing Factory in 2002. She held this position for six years.
She graduated from the Presidential Management Personnel Program in the direction of “Strategic Management” in 2004. The following year, she completed an internship in the Strategic Management program in Japan.
On the initiative of Parkhomenko, since 2007, the annual “Youth Business School” project of the republican branch of “Business Russia” has been implemented on the territory of the Kabardino-Balkarian Republic. In the same year, she became the Chairman of the Kabardino-Balkarian regional branch of Delovaya Rossiya LLC, the initiator and member of the organizing committee of the annual interregional competition of young designers “Stylish Accent”.
From 2008 to 2012, Yulia Viktorovna was the head of the local Administration of the Prokhladny urban district, Kabardino-Balkarian Republic. Then she was appointed to the post of Commissioner for the Protection of the Rights of Entrepreneurs in the Republic.
Further, until 2014, Parkhomenko led the regional Expert Group on the implementation of the Standard for the activities of executive authorities to ensure a favorable investment climate in the Republic. During the same period, she was the Chairman of the regional council of supporters of the United Russia party; regional coordinator of the project “Financial literacy of the population and business entities.”
In 2015, Yulia Parkhomenko took the position of executive director of the Abrau-Durso Wine Tourism Center LLC. Since 2016, she has taken the position of executive director of CJSC Abrau-Durso in the Krasnodar region.
On September 10, 2017, Yulia Viktorovna Parkhomenko was elected as a deputy of the Legislative Assembly of the Krasnodar Territory of the VI convocation. She ran for the All-Russian political party "United Russia".
